I had sent in the enclosed appeal from the Acting Naval Principal Medical Officer some two months before receipt of Lord Carnarvon's Circular Despatch. Notwithstanding Dr Newton's complaint I felt that good effects had been produced by the comparatively imperfect Legislation previously in existence. I am sanguine that Her Majesty's Government may look for valuable results from the improved Ordinance if it can be generally enforced.
